Words stand = promise fulfilled:: words fall = promise broken. But Philip listened, as did Samuel, and they were able to hear the voice of God speaking to them in their lives. And the word of the Lord was precious [or scarce] in those days; there was no open vision.

Samuel was recognized by all of Israel as being a prophet of God, and all of Israel had witnessed that when Samuel speaks, what he speaks comes to pass. Oh, that we would all be able to see that this is our call as well…. Samuel's words proved reliable. And it came to pass, when Eli would lie down in bed at night,... Samuel went into his bedroom; And Samuel heard a voice calling him, and he said, Here am I. It was precisely the same superstitious fear, the opposite of faith, that produced panic in the Philistines, and short-lived confidence in the Israelites. Where would I be if God had worked that promise in my life? Words fall to the ground. Since Samuel heard God that clearly, Samuel spoke the words of God and as He spoke the words of God, God could move through those words to bring them to pass.
When our words are not rooted in a posture that listens for God's voice, they are reactive. GOD was with him, and Samuel's prophetic record was flawless.
