Sure, Cobra is generalizing. The last few job interviews she brought Lilo (and Stitch) along for ended in pure and utter chaos. But when Gantu crashes the party, things go wrong, and Stitch is made invisible and Houdini gets away. Unfortunately, Lilo and Stitch are having some problems with each other, and soon decide to split apart, with Lilo teaming up with Pleakley, and Stitch teaming up with Jumba. Stitch seems to recognize the ship when they're uncovering it to go and rescue Lilo, so I'm assuming it was probably Jumba's. In the context of the movie we have no reason to believe the other 625 experiments are living creatures either, it's not until the TV series that it's shown that they actually do exist. After that argument is resolved, Lilo tries to be good in her own eccentric way, and, per Cobra Bubbles' request, tries to reform Stitch into a "model citizen. " So, when Jumba says only someone with no ears could be safe from Yaarp, Pleakley is on the stage as an Experiment Hunter. The galaxy is pretty big, and she's bound to have a lot of planets to keep track of. I think the better question is why Nani didn't ask David to stay with Lilo while she ran down to the store by herself.
