After finding the board specifications it was easy to find a replacement for the board in the Mean Well Low Voltage LDD Drivers. This tail light circuit board has an on-board resistors that limit the current going to the LEDs. So if the running/reverse lights are working then its getting some kinda of current back to the lights. I am an O'Reillys employee, and was able to get the part no problem.

Run a wire from the negative post on your battery to your frame and then run another wire from your frame to your bed and that might fix it.
